ROLE SUMMARY 

Reporting to the Director of Quality, Scientific Affairs and Communications (QSAC), the role of the Quality Manager is to: 
- implement and further develop the quality management system 
- manage the complaints procedure and the protected disclosure procedure 
- design, implement and oversee the document and records management system 
- maintain the systems and procedures for data protection 
- represent the organisation at meetings and working groups as appropriate 

The Quality Manager provides leadership, motivation, encouragement and effective management of staff reporting to him/her and ensures the maintenance of a positive working environment within the team. 

The Quality Manager works closely internally with all departments, in particular the department management teams and the section managers’ group. 

KEY RESPONSIBILITIES 

- Strategic Objectives 
- Support the Director of Quality, Scientific Affairs and Communications (QSAC) in the management and on-going development of the department. 
o Working with the Director of QSAC and department management team in the development of strategic and business plans for the department. 
o Work with colleagues in the department management team to prioritise objectives and to ensure that the strategic and operational goals of the department are achieved. 
o Provide leadership, support and direction to the section and ensuring development in line with business needs.

- Operational/Technical Objectives: Quality management 
- Implement and continually improve the quality management system in line with appropriate national, European and international good practice standards and the strategic objectives of the organisation.
o Ensure an ongoing focus on the efficiency and continued appropriateness of quality management procedures. 
o Plan and facilitate the provision of training to support the understanding, implementation and operation of the quality management approach and system for all staff in the organisation. 
- Document and records management 
- Working with colleagues across the group, develop, implement, maintain and improve a documents and records management system that meets the current and ongoing needs of the organisation. 
- Data protection 
- Review current data protection measures against the requirements of the legislation and manage a programme of agreed actions to ensure compliance. 
- Manage a system of regular review of relevant systems, policies, procedures in place for compliance with data protection legislation and manage any corrective actions needed. 

- Complaints 
- Maintain a complaints handling system and procedure for the organisation. 
o Plan and facilitate the provision of training to support the understanding, implementation and operation of the complaints system for all staff in the organisation. 

- Quality and Knowledge Management: 
o Ensure that the procedures and policies of the organisation Quality Management System are deployed and adhered to within the section.

- Performance Management 
- Work with the Director of QSAC to set appropriate performance targets. o Lead, co-ordinate and participate in the performance management process. 
o Work with the department management team to promote effective performance within the quality management team.


- Communications/Customer Service 
- Promote a strong customer service focus taking account of broad stakeholder needs (internal and external). 
o Work with colleagues to develop and implement relevant communications for quality management section activities which meets the needs of all affected stakeholders.


QUALIFICATIONS AND EXPERIENCE 

- To be considered for this post, candidates must have: 

- A relevant third-level degree 
- Qualifications in quality management 
- At least 5 years relevant experience at a management level to involve responsibility for managing the performance and outputs of teams 
Experience in the development and management of quality systems in a regulated environment, including process management principles, document control and approval, internal audit, and continual improvement 
Experience of managing projects of significant impact or value 
Demonstrable planning and organisational skills in own work and also in managing outputs and workload of teams 
Strong relationships builder, working at all levels across the organisation 
Excellent report-writing skills
