Position purpose

The main purpose of this role is to manage and deliver the UK affiliate's reimbursement activities in England, the Devolved Administrations and the Republic of Ireland. This involves overseeing submissions to NICE (as well as similar bodies in the devolved nations) for clinical biomarkers that support screening, diagnosis, prognosis or monitoring of disease in our target areas of Cardiac and Critical Care, Oncology, Reproductive Health, and Alzheimer's disease. As such you will need to develop broad expertise in multiple disease areas including knowledge of current and future diagnostics, access hurdles, care pathways, guidelines, commissioning arrangements and influencing bodies.

You will be involved from up to three years pre-launch through to the post-launch to ensure an NHS-appropriate value proposition, reimbursement strategy and the necessary Health Economics tools are in place for the biomarkers prior to, or immediately following, Commercial launch. You will also manage and grow the health economics team in line with the Roche Leadership commitments.

You will be a strong leader, with effective communication and influencing skills, be someone who thrives in a complex, networked environment and be comfortable managing multiple projects simultaneously. You will also be expected to foster and expand relationships with multiple external stakeholders relevant to the adoption of medical technologies within the NHS, including NICE and similar bodies in the devolved nations, the Academic Health Science Networks (AHSNs), individual Key Opinion Leaders (KOLs), and clinical networks. You will work in close collaboration with internal Local and Global colleagues spanning Market Access, Medical Affairs, Public Affairs, Marketing and Life Cycle teams, with the Diagnostics and Pharma divisions.

Main responsibilities and accountabilities

  • Health economics and outcomes research, modelling, and reporting/publishing to quantify the value of Roche Diagnostics' technologies in economic or societal terms. Where necessary, lead on local adaptation of Globally-developed health economics tools.
  • Act as the UK affiliate's health economics and reimbursement expert, applying expertise to create economic messages and models for the organisation.
  • Identify and realise opportunities for health economics to contribute to the Business objectives, as well as provide objective advice to the Business on reimbursement risks and opportunities based on appropriate evidence and analysis
  • Lead or oversee NICE engagement (e.g. submissions to the Diagnostics Assessment Programme, Diagnostic Scientific Advice, responses to Consultations, Horizon Scanning, or the NICE Implementation Collaborative).
  • Work with the Global Market Access teams and local Medical and Market Access teams to develop the local economics evidence as determined by the Access Planning Framework.
  • Promote and share best practice from the UK affiliate to other EMEA affiliates, and seek and promote investment for UK-based health economic tools.
  • Communicate complex technical ideas and arguments in ways which healthcare professionals and Roche Diagnostics teams can readily understand.
  • Select, develop and evaluate employees to ensure the efficient operation of the team and ensure that all relevant Company Policies and Procedures are understood and adhered to. Take personal responsibility for maintaining high ethical standards and complying with all applicable laws, regulations, industry codes and internal policies and procedures.
  • Maintain individual skills and technical knowledge to company standards.
  • Oversee the identification of scientific grant (or similar) opportunities aligned with business priorities and lead on, or support, the submission process including, grant application writing, partner identification and liaison, pre-award requirement processing and on-going monitoring.
  • Undertake ad-hoc Strategic Projects as designated by the organisation.
  • Lead on annual tactical planning and in-year reviews.
  • Manage external vendors and ensure projects are delivered on time, to the required quality and within budget.


Team
  • This is a managerial position with one permanent direct report and one intern, but with potential to expand the team within 12 months. There is also a need to lead on multidisciplinary projects.


Person Specification
  • 5+ years of experience in Health Economics in a healthcare setting. Alternatively, Market Access or Medical Affairs experience with significant exposure to Health Economics would be considered.
  • Clinical disease area expertise in one or more of the target disease areas is essential.
  • Previous line management experience is preferred.
  • First degree BA/BSC or equivalent qualification in life sciences, health service research or a clinical discipline is essential. A Masters or PhD degree in Health Economics, Mathematics, Statistics or Mathematical Modelling is desirable.
  • A willingness to travel nationally (

  • Strong project management skills and the ability to manage complex projects with multiple touch points and deadlines.
  • Excellent written and verbal communication skills, with committed attention to detail.
  • Excellent interpersonal skills in dealing with a diverse range of stakeholders.
  • Proficiency in managing external vendors, including developing requests for proposals, procuring, contracting, and bringing projects to a close on time and within budget.
  • Confidence in engaging with and presenting to high-level executives, clinicians and national policy influencers is expected
