Job Summary:

The Senior Associate, Post Award Budget Development manages the budget development life-cycle from Written Confirmation of Award (WCA) to Work Order signature and on various Change Order budgets throughout the life-cycle of a study. A key success factor will be the creation of accurate and appropriately resourced budgets that profitably meet customer product development needs. This position can be hired in any European location where we have an office presence.

The Senior Associate, Post Award Budget Development manages the budget development lifecycle from Written Confirmation of Award (WCA) to Work Order signature and on various Change Order budgets throughout the lifecycle of a study.  A key success factor will be the creation of accurate and appropriately resourced budgets that profitably meet customer product development needs.

This role can be hired in any European location where we have an office presence, namely:

ACCOUNTABILITY:
Promote commercial and operational success through collaboration with operational departments to ensure appropriate budget development:

  • Manages all aspects of the trial budget process including trial cost analysis, final study budget development including pass-through and labor costs, maintenance of tracking systems, and trial budget management through the life-cycle.
  • Effectively interfaces with the Finance group, the Contract Development group, Business Development, Account Directors and Project Managers to achieve an accurate and appropriate budget.
  • Works with operational representatives to continuously improve analytical methodologies and communication tools for supporting the optimal financial execution of clinical trials.
  • Proactively builds and maintains internal and external relationships that support the gathering of business intelligence to support financial & specific operational activities.

  • Support new Project Teams with final budget and change order budget preparation:
  • Effectively manages the budget development lifecycle from post award rebids through signed Work Order as well as Change Order budgets, as needed, throughout the study.
  • Ensures appropriate contributors are involved, sets budget development schedule, coordinates and collates input to meet final budget timelines; identifies, assess, resolves and/or escalates issues as needed
  • Prepares appropriate resource/service fees using algorithms and electronic spreadsheets, which may also include assisting in departmental reviews, updating initial estimates, analyzing final costs and providing feedback to appropriate stakeholders for input
  • If requested, works with Business Development or Project Management to interact with or present Work Order or Change Order budget to customers
  • Conducts a lessons learned analysis and provides feedback and recommendations to operational departments for process improvement and to achieve a higher success rate on future Work Orders or Change Orders
  • Provides technical guidance and training to operational employees to ensure consistency in preparation and interpretation of cost estimates
  • Prepares service descriptions and budget assumptions using proposal template
  • Provides face-to-face, written and telephone contact with representatives from pharmaceutical, biotechnology or medical device companies, when requested

  • For team success:
  • Supports Business Developers and Project Managers in maintaining client relationships and assists with the coordination of client interactions with Premier Research, when requested
  • Develops training programs in Final Budget and Change Order development processes for proposal development staff, Finance staff, Business Development staff, Contracts staff, and appropriate operational staff
  • Provides technical guidance and training to operational staff members to ensure consistency in preparation and interpretation of cost estimates

 EDUCATION, SKILLS & COMPETENCIES:

 Educational Background

  • Undergraduate degree or its international equivalent preferably in the Sciences or Business Administration/ Marketing, from an accredited institution
  • Previous relevant industry experience, which includes prior experience in the budget development process

 Experience

  • Demonstrates an understanding of CRO services, including knowledge of the processes and procedures for conducting a clinical trial, to ensure the production of an appropriate Final or Change Order budget
  • General knowledge of clinical trial management services and governing guidelines
  •  
  • Expertise and know-how
  • Excellent writing capabilities; ability to write reports and business correspondence
  • Good mathematics skills, including ability to calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages; and the ability to apply basic concepts of accounting and finance
  • Advanced computer skills with Microsoft Office suite, including Excel and Word
  • Knowledge of web based communication tools for conferences
