Purpose

The Global Head of PCOR is accountable for the success of PCOR across the three product development Therapeutic Areas (TAs) of I2O, Neuroscience, and Oncology.  This accountability extends across the three stakeholder groups of Early Development (gRED, pRED, and Partnering), Product Development (Franchises and LCTs), and Business (Medical Affairs, Publications, Labelling, Market Access, and Key Affiliates).  The Global Head of PCOR has full strategic responsibility for areas of significant corporate impact, and serves as the principal spokesperson for the PCOR function on matters of critical importance to Development and the Company.  The Global Head of PCOR directs and control the activities of the global PCOR function through the managers and other staff in their organizations, including serving as head of the PCOR Leadership Team (PCOR-LT).  They are responsible for achievement of complex and significant organizational objectives through a combination of leadership, management skills, and technical expertise in both outcomes research and drug development.

Key Responsibilities & Accountabilities

People Development and Management:

  • Ensures continued development of their direct reports. 
  • Ensure that all members of the PCOR function have clear roles and responsibilities.
  • Implements a talent planning, career development and promotions approach across PCOR.
  • Ensures appropriate PCOR-specific skill development and training.
  • Oversees recruitment in collaboration with the PCOR LT and/or functional managers.
  • Accountable for global talent management processes, development and retention of top talent.  


Therapeutic Area Leadership:
  • Builds strong relationships with key stakeholder and partners (at the TA and Franchise level) in Clinical Science, Regulatory, Clinical Operations, Early Clinical Development, Product Development, and Commercial, in order to understand the evolving context of the Roche portfolio, effectively guide the PCOR function in strategic approaches to drug development, and in meeting operational requirements of PCOR endpoints and deliverables.
  • High-level accountability, through expectation setting and delegation, for the outcomes research endpoint strategy for all major deliverables including clinical development plans, protocols, strategy, analysis plans, clinical study reports, labelling discussions, and briefing packages
  • Senior advisor to Outcomes Research Scientists (ORS) and/or managers on drug development.
  • Guides the function on Health Authority interactions and reimbursement agency interactions.
  • Keeps abreast of new developments in measurement science, drug development, and regulatory policy through literature review, conferences, collaborative partnerships, external network, etc.


Functional Leadership:
  • Has overall management accountability for the PCOR function, including coaching, training, setting employee goals, doing performance reviews, and managing resources and budget.
  • Sets goals, priorities, vision, and direction for PCOR, maintaining consistency and alignment.
  • Leads the PCOR Leadership team in the development of its long-term global strategy and the execution of its mission.
  • Monitors and understands the impact of Company-wide and Biometrics strategies on the PCOR organization and deliverables.
  • Aligns with other patient-focused groups within Roche to identify key synergies and areas for collaboration, information and knowledge sharing.
  • Ensure projects and efforts are appropriately coordinated through the PCOR LT.
  • Oversees compliance to department SOPs and global standards and processes within PCOR.
  • Develops and maintains relationships with key stakeholders and partners.
  • May lead initiatives of Development or Company import.
  • Contributes to development and revision of Guidance's and other similar documents when issued by external bodies (e.g. FDA, EMA, Health Technology Assessment bodies, etc.).
  • Participates actively in key external initiatives that increase the success of our portfolio (e.g. C-Path, Duke Margolis, ISOQOL, ISPOR, Friends of Cancer Research)


Required Qualifications and Knowledge
  • MPH, MSc, PharmD or PhD in Outcomes Research, Public Health, Psychometrics, Psychology or significant expertise in target area.
  • Strong knowledge of English in a business environment.
  • Experience conducting qualitative/quantitative research, surveys, and /or endpoint development.
  • Experience delivering at each step of drug development from design of measurement strategy through to fillings, label negotiations as well as post-approval support.
  • Experience managing ORS and managers of ORS. 
  • Experience collaborating and managing globally across cultures and time-zones.


Required Experiences and Competencies
  • Comprehensive understanding of endpoint development to NDA/BLA.
  • Strong leadership abilities and demonstrated ability to communicate, motivate, and influence throughout all levels of the organization and build effective, collaborative teams.
  • Demonstrated initiative to both identify areas for improvement and drive improvements.
  • Ability to recommend, lead, and implement change efforts.
  • Understanding functional trends, advancements, techniques to identify areas for innovation and technical improvement.
  • Strong presentation skills to convey strategic direction.
  • In-depth knowledge of PCOR related international regulations, guidelines and their application.
  • Ability to lead globally and connect with staff across global sites.
  • Demonstrated managerial and leadership skills with professionals and non-professionals.
  • Well-developed planning, organizational and analytic abilities. Ability to identify and resolve critical issues and to assess the impact of decisions.
  • Broad, strategic, and timely thinking when preventing, solving or managing problems.
  • Shows high level of initiative and business and external environment awareness.
